The typical OBC is a promotional offer from the cruise line, and has to be spent as noted above. Sometimes, especially on more expensive cruises, the travel agent may kick back a piece of their commission in the form of OBC - which is different and can even be refunded to you at the end of the cruise if you don't use it. When you are onboard, you can check the split of OBC by using the Navigator App or the stateroom TV. It will show how much Refundable OBC and Non Refundable OBC you have. I was able to add a charge on to my room in the slot machine for the amount of OBC I had left at the end of the cruise and then walk over to the cashier to cash it out. We did a Casino cruise in June and was really surprised that the $200 pp we had to put down for OBC was listed as "refundable" on our account on board, so I think you could have done nothing and it would have refunded back to your card. Not too surprising as the $200 on this type of deal is money your paid, not money (OBC) that HAL gave you as a perk for booking. Sort of like when you purchase OBC prior to sailing. The reason HAL does the $200 on these free cabins is so that you have "skin in the game" due to it being non-refundable.
