I've been wondering the same because I also keep reading conflicting things.  But NCL's website says they dock in Amber Cove, https://www.ncl.com/port-of-call/cruises-to-puerto-plata

 

And cruisemapper shows NCL ships docking at Amber Cove, https://www.cruisemapper.com/ports/puerto-plata-amber-cove-port-1936?tab=schedule

 

As does the schedule on the Amber Cove website, https://www.ambercove.com/Port-Schedule.aspx

Hi Swells - I just got off the NCL Getaway this weekend. The original schedule had us going to Puerto Plata - that changed while at sea. In fact the schedule changed so much that i had the same excursion cancelled three times (yea i know is that even possible? lol) needless to say we went into Amber Cove and it was nice for a few hours. If you like rum - holy cow the prices are incredible - don't buy on the ship. I picked up three 750ml's of rum for under 25 American dollars. Have fun on your Cruise !!!!

Cruisemapper shows our scheduled stop in Nov is at Amber Cove.

The Amber Cove website has a port schedule and it doesn't show any arrivals on that day.

The Taino Bay website shows no arrivals at all for the month of Nov.

 

I figure at this point it's just a coin flip

All the tour companies know when and where the ships are arriving and adjust accordingly.

I actually have more confidence in them than NCL reps, which is why I chose to contact them first.

The day we are supposed to arrive we would be the 3rd ship in port which is over the total 8,000 person capacity noted on amber cove webpage. . I just looked at Amber Cove website and it does NOT show our ship docking there even though its on our itinerary. We are on NCL Breakaway in November.
