Yes they can sell out and yes you can wait until you’re on board to book. If there is something you see that you’d really have your heart set on doing, book it in advance. Once on board, you can also be added to a wait list for a sold out excursion.

You also can cancel and change when on board - within the time limit.  I've seen the tours tend to be higher priced when on board, only known since I took the list I'd downloaded from the website before the cruise and the brochure in the cabin had higher prices.
