NCL required 100% vaccinations when that was never "required" by the CDC and only recently relaxed that rule. Testing is good and keeps active COVID off ships. They announced that they will drop (future tense) those requirements as of Oct 1st. I'm not trying to argue semantics, just pointing out that your question is based on an incorrect premise. If testing is good and keeps active Covid off ships, why are people getting Covid on the ships? Testing proves that at that specific time of the test, you may be negative.
