Upgrade advantage minimum bid / calculation.

From my experience, your minimum bid is based on your current room you're located in. 

 

If we're both bidding on an entry level Haven and you're currently in a balcony, and I'm currently in an MA - my bid will be lower than yours. Not by much, but lower. 

 

Last trip I had a friend in a BA and my folks were in an M4, their minimum bids for Haven were different.

The minimum/maximum bid is based on your current cabin. So, a Balcony bidding on a Haven Deluxe Owner's Suite will have a [much] higher minimum bid than a Haven 2BR bidding on that same Deluxe Owner's Suite.

As other's have said, it is based on your current room category. So all others in the same room category as you will have the same min/max range. Those in a lower category room will have a higher range for the same rooms and those in a higher category than you will have a lower range for the same rooms.
