Do all the cabins on the Jewel have mini bars in the cabins?

Exactly what do you mean by "mini bars"?  The cabins in the Haven have the mini-fridge and a bar area with wine glasses as well as a few dishes, etc.  I suggest that you go to youtube and look for the type of cabin you are interested in to see if there are any tours of those cabins on youtube.

If you mean do NCL still try to con you into paying exorbitant prices for stuff they leave in the fridge then I presume they still do.   But thinking back I can't recall it being there on the Jade.

As far as I know, every room on every ship, other than solo studios, will have a mini-fridge.

Post covid, they aren't stocked with anything but water for purchase.  No soda, beer, alcohol anymore.

On all the NCL ships I have been on he mini-fridge is really a cooler more than a fridge...and no, it is not stocked with anything except water to purchase.

Minibar is a very common term meaning a refrigerator in a room stocked with items for sale.
