A couple of years ago we were on a back-2-back.  One of the segments had a large contingent of casino invited guests.  On that segment, the minimums went up.  Your experience may vary but as different people have had different observations, that might be an explanation.

It really depends on the casino and the game you're looking to play. Typically, table minimums can range anywhere from $5 to $25. If you want to get a feel for it before going, you can try online casino games at home to see what works for you. Many online casinos offer free play options, so you can practice without spending any money.

From my experience, table minimums can vary quite a bit depending on the casino and the time of day. You could also visit during off-peak hours, as minimums are often lower then. I play on online casino, and I think it's more convenient.
 

I personally recommend the best online casino in Japan , they have a wide variety of games, so you will have plenty to choose from.

Do you also know the paybacks ie odds? I recall that X once allowed 1x line bet odds unless the line bet was $25+. ON REGENT recently it was 2x odds.
