Anything other than TA OBC, website once you log into your CP, will be there...

It will show up when you go to your sailing, select Plan My Cruise, then on the next page 

any OBC from Celebrity will show.  If you OBC is from a TA that will not show up until you are on the ship.

Used to be able to use OBC in the casino.  Haven't cruised since before the pandemic, so is this still possible?

Yes OBC can be used in the casino.   They give you promotional chips which you have to gamble, any winnings are paid in regular chips.   Only regular chips can be cashed out.   Slots are similar.  The cage will either load "promo" credit on your seapass card or will give you a slip.
