Alcohol package, wait time between drinks ?

I believe the cut off is at blind drunk. 🍻

I don't know if there was an official time limit, but in 2014 on Allure a group of us were sitting at a pool bar and were having a drinking day. The bartender asked if we all had the package which we all did. He had us give him us our cards and started making rounds of shots and drinks fast. I'm not sure why he took our cards is it wasn't to bypass some system timer.
