For our sailing in June, Voom is currently on sale for 25% off.  Any chance the price will go lower?

Never look at percentage off. They adjust the price before they change the percentages. Only look at price.

Royal loves to raise the price on things and then give a percentage off so you think you're getting a deal.

$18.99 per day seems like a default sale price.  $16.99 is the cheapest I've seen it in the Starlink era.

You can book at the current price and if it goes lower just cancel and reprice.

I got $15.99 one device for an upcoming Voyager of the Seas trip.  It will drop from time to time, but you have to check frequently. (Or get lucky).

I’d book at that price and check occasionally to see if it drops further. The cheapest I’ve seen for my next sailing so far is $21.99 for 1 device.

I would now and as others have said if price drops cancel your order and rebook at the lower price.

The lowest I've seen for my future cruises is $18.99

 

If you need more than 1 device usually best to book 2 or more under same passenger.  Best to double check prices.

I'm feeling pretty pleased with the USD 15.50/device/day I'm getting for 2 devices for upcoming Mar 2025 and Sept 2025 sailings.
