You can buy it when you board it will be charged to your cruise account and any OBC you have will be used and any amount not covered will be on your cruise account

We went straight to Guest Services when we boarded and they added it. It was working by the time we had walked the few paces to Bellinis!

The risk of buying on board though is that Princess might increase the price between now and your sailing.

You don't even have to go to GS to buy the package. On our last trip two months ago we never made it that far and were virtually tackled by a crew member at a station right by the gangway wanting to sell us the upgrade within seconds of us boarding. And yes, it goes "live" instantly

Do you get charged the tax relative to the port of sailing if purchased on boarding, prior to sailing or is it better to wait until out of 3 mile limit?

I remember being charged Florida state tax on drinks because the ship was still in the port in Fort Lauderdale.

No, there are no taxes imposed for purchasing it while still in the embarkation port.

Another data point, based on our sailing out of Boston three days ago. Not only were we absolutely carpet-bombed by staff and crew selling the packages once we boarded, there were actually people in the departure area selling the packages BEFORE boarding. Never saw that before  ;o)
