I already booked a food tour in Dubrovnik based on your review. What would you consider a decent amount of time to see the old town part of Kotor like you did? Three hours? And get off early… I’m not sure if my experience is common, but the first couple hours we were moving freely and exploring… then the masses descended and by the end of our time ashore tourists had absolutely swarmed the old city. We’ve talked to folks onboard tonight who did the hike up the mountain and said it was incredibly taxing.
