The giveaway that it's Starlink (besides the obvious downlink provider) is the ping - that 109 ms would not have been possible with the former O3B service. Don't expect any higher speeds than what you are seeing - those are the pre-Starlink norms and I expect them to continue forward. As for reliability, not sure we have any hard evidence Starlink is any better/worse than previous provider. Many of the "reliability" issues you may experience are caused by the onboard network (and Wi-Fi access points) which Starlink can't fix.
Voom is a marketing term which simply refers to internet on board - all ships have them. For a while longer, you have at least three possible providers for the internet connection off the ship (in order of performance): legacy, O3B (which you had on Liberty) and now Starlink.
Coverage on the ship doesn’t depend on the connection off the ship and that is tougher problem to solve/improve.
Welcome to CC.
The opening hours of most venues, including the Cafe are listed in the app (set it to the current sailing): Dining>Coffee & Snack tab. Assume your sailing's hours will be similar.

This may depend on the size of the group (like maybe less than 3 cabins' worth), but the screening staff will likely let the others go in with you - assuming they are checking times at all (varies by port, ship, terminal, time of day, staff, etc).
Usually, no.
Yes, though the attendant can also get you an extension.
All in one goo in the shower and probably hand soap - you might be able to ask for the rest of them.
Yes and no.
Yes.
I think my comment may have been in the context of normal being several pages - the last edition of the flier before the COVID shutdown (3/17/2020) was 7 pages long.
That's my whole point - I have a slightly more educated and informed data set with which I make my guess at what RCI might do with Voom speeds after a Starlink install.
Biker, who does speak with Voom knowledgeable staff on every cruise and does read every Voom related thread/post.
