They won’t even know (or care) about your cream. As far as the dogs go, dogs must be trained to detect a particular scent. THC (which is almost non existent in an analgesic cream) is a scent that almost no drug canines are trained to detect; it isn’t a substance that is worth the time or money to train a dog for.
The issue with the pricing in your initial post is that as your number of passengers increase the stateroom type changes and gets subsequently more expensive. In your 3 examples, it isn’t an “apples to apples” comparison.
Agreed, however, rock bottom pricing attracts an undesirable element that otherwise doesn’t show up. Sure, you get trash at a higher price point, but not the street brawler type of trash.

Surprisingly that was just federalized recently. It was still 18 in many states prior to September 2021.
A few states still sell to 18 year olds, albeit under the threat of federal persecution; but that doesn't concern anyone anymore than the threat of persecution from selling recreational Cannabis.
Many states also have an exception to the 21 year old rule for those with military ID.
I think we will see the trend going in that direction. Instead of adding suite amenities to PDCC, they will remove the suite areas from Labadee. Sound business decision in the grand scheme of things.
This is one I most recently read about, there have been a couple others with similar turn out. Plenty of folks out there wanting the work, US immigration and Visas seem to be the larger obstacle.
