Technically, Carnival does not have a spa. The spas are operated by Steiner and the space on the ship is rented out. One employee at a spa on a Carnival ship can have his/her next contract on a Royal Caribbean, Princess, etc. ship. Spa employees who work for Steiner also have to pay Carnival for their living accommodations (staterooms) as they are not included in their benefits. With that said, when dealing with operating participants, contract negotiations can fall through. Although owned by Carnival Corporation & plc., the casinos are still operated and staffed by Ocean Players Club. The spas are operated and staffed by Steiner. The shops are operated and staffed by Starboard Shops/Starboard Cruise Services. All third party companies are paying to rent out the space. YMMV Bill Disney doesn't have casinos because when Walt Disney was purchasing up land under fake aliases for the Florida Project, he was very against casinos because he felt the gaming industry would take away from theme park attendance. From the moment he realized this, he fought extremely hard to keep casinos out of the surrounding areas. As the company and his brother Roy backed him on this, they have decided against putting a casino onboard a Disney vessel. If Carnival thought they could get say $ 200 more pp they would do it whether the ship had a casino or not. Casino is a way to get customers to spend more on the ship.
