Yes, YUL has pre-clearance. Upon arrival at ATL your flight will be treated as a domestic flight.

However, even for those with pre-clearance, not all are pre-cleared, as pre-clearance may have limited hours. For example from YVR, the late night (after 9pm) ones aren't.
