Not specifically about Legend. We have sailed on the other ships in the Vision class, and the mini fridges are only found in the balcony and above staterooms.

Balconies on deck 6 of the Legend don't have coolers. Other deck balconies have them.

Before they refurbished the ship, those Deck 6 balcony cabins were plain old tiny ocean view cabins. They just glommed some balconies onto the outside.

 

I assume that this is the reason. Too small, no place to put them, no wish to put them.
