Solo cabins ?

Besides NCL, are there any other cruise lines that have "solo cabins" ?

If so which ships ?

RCI has dedicated solo rooms on their Quantum class ships which are priced at a single occupancy rate. But any stateroom on any ship can be reserved by a solo cruiser. You would just pay up to 200% of the per person rate, minus the second person's taxes, fees, and port charges.

When HAL's new ship the Koningsdam comes out in late spring of 2016, it will have solo cabins.

Holland America's Prinsendam has three single cabins---two outside, and one inside.

The new Koningsdam will have many more single cabins, but then it's a much bigger ship.

Koningsdam will have 12 solo staterooms - 6 on either side of the ship. They're all located on deck 1, at the bow.
