It is a good question, but in the Caribbean, it will work in any port. The disclaimer is for some ports in Middle East, where they have some extremely strict laws on booze, where it is basically "banned" you will have it not served in dock. They can only serve alcohol that was purchased in Texas I believe so they have a more limited variety until the ship hits international waters aka when the casino opens :D Least that was our experience 3 years ago. Texas has a limited menu until you sail away, and I'm not sure about European rules. But as far as the Caribbean goes, you can stay on the ship and use your package as usual. That makes a lot more sense than using the drink package on the island, haha. However the island of Labadee is a different story; you can use the package there because it's owned by Royal.
