I don´t think there´s any specific reason for the time - the harbor basin can be closed by a lock and Papenburg is way up the Ems river - no tide there. Weather and wind are ususally the only reasons for delays as the way through the door of the buiding hall is let´s say very tight.

 

The only reason I can think of is that they simply need til Monday to work on the ship inside the hall and get everything ready for the float out. On one of the recent NDR videos it´s mentioned that two thrusters and some hull paint was still missing by the time of the video (this week).

The loft suites & lounge all moved to the top of the Solarium, in the space that's the fitness center on other Quantum class ships.
