Reducing plastic used in the United States may have other benefits, but it absolutely is not a significant contributor to the plastic in the ocean, so banning straws and specifying jail time for vendors who are repeat offenders of passing out plastic straws is not going to help the swirling mess of plastic in the Pacific. It's always better to have a reason that is not a myth. Cruise ships go to sensitive ecological areas, so NCL and the other cruise lines have good reason to "act responsibly". Keeping straws out of sea turtles' noses is definitely a reason for a private company to say they won't serve plastic straws any longer. That's enough, isn't it? Or do we have to make up additional reasons that anyone can shoot down by just checking the facts? It weakens, not strengthens, the argument to simply lie. The laws are being passed by municipalities so it's hard to keep track. Santa Barbara just passed one with "teeth" and no exemption for people covered under the ADA (but there is an exemption for "medically necessary", but I don't think I'd risk giving a quadriplegic a straw and face jail time). The Santa Barbara law enables the DA to fine businesses that continue to pass out plastic straws up to $1,000 and 6 months in jail, per straw. They say they will never impose those penalties, but that makes me wonder why they have them in the law. The beach communities here see plastic as a local problem due to the amount of plastic they gather on the numerous volunteer beach clean up days. They get hundreds of straws along with solo cups and other plastic. I don't care if NCL bans straws; they can do what they want. If I don't like it, I don't have to sail on their ships. I do care what government bans because they enforce their bans with fines, incarceration and sometimes clubs and guns. So they should have valid reasons for crowding our prisons with "straw offenders". So far I haven't seen a valid reason to fine someone for giving out a plastic straw upon request. There does not need to be an exemption for ADA. The ADA in and of itself makes the exception required and a federal level trumps a local law.
