The Forts will be open on Christmas Eve.

I believe San Juan, with plenty of Roman Catholics, does celebrate Christmas Eve and Christmas in addition to Jan 6 and most of the time between 12/25-1/6.   Because they are still suffering from the economic impact of the hurricane tourist stores will likely be open.   You will also have the opportunity of attending midnight mass usually starting around 11 pm.
