I wonder if those loungers are deliberate policy to discourage those who don't like them from cruising. Providing a percentage of chairs would be cheaper, occupy less space and give more flexibility. Fancy sitting on the promenade deck and watching the sea? You can't, you get to stare at the sky or the bottom of the lifeboats.
