Disembarking at a Different Port

It would be on a TA from Tampa to Barcelona, but we would like to get off in Malaga as it's closer to our Grandson & his family that we are planning on visiting for a week or so.

Yes that can be done.  Call Royal to arrange and they now charge a fee to do this.

Yes, it can be done since you are getting off at non-USA port so PVSA  cabotage law does not come into play. Contact RCI to arrange.

We just got off X Eclipse repositoning cruise from San Diego to Vancouver  on Wednesday and some passengers did  their disembarkation at our last port stop in Victoria BC the day prior. They couldn't have done so at Seattle the day before since we did not have a distant foreign port stop on that itinerary to meet PVSA requirements which the closest likely would have been South American.

Does the cruise line help with your luggage etc. when you disembark early?

No.  You will still pay the full applicable fare and then any added fees above that
