And the price goes down before paid in full date, do I get the price drop?

The kind of deposit you have (refundable or nonrefundable) does not affect the ability to get a price drop.  All of the rules are the same.

so how does that work? Just keep an eye on the prices, and call in if there is a price drop?

Correct .  Whoever booked your cruise must be the one to call for a price drop

Just keep checking the RCI web and compare to exactly what you have or better category based on pricing. If you booked it yourself you can call. If you had a TA book it since they own your booking RCI will only deal with them...and keep your fingers crossed you can get a hold of them and they make the change before prices fluctuate...which they do. Best of luck.

Or, some of the smaller, more customer service oriented TAs will check daily and take care of it for you.

This is why I picked the TA I use.  The perks are not quite as good, but the service is outstanding.
