No you have to pay for it pre cruise with no option to use OBC.

OBC on account pre-cruise can be used only to book excursions.  Paypal or CC for anything else in the Personalizer.

maybe Princess should allow OBC to be used for that as it is only available for purchase pre-cruise ?

Yes, I just ordered some last night for our September 9th Pacific Princess cruise.

Cruise ships have the best  drinking water & you can refill from the eater cooler in the gym for colder water or fill bottles &  place them in the cabin refrigerator😀
