As has been said here before most kids are still in high school in the US when they turn 18, and therefore want to stick with the kids they are used to being around. This was the case for my son. The bigger change is when kids go to college, some are over 18 while some may still be 17. I get why we place hard lines in the sand for ages, but during the teen years there is such a wide variety of maturity levels it is not so cut and dry, especially when you look at the differences between high school and college. NCL allows parents to sign beer/wine waivers for young adults, but really, 18 year olds can do anything 21+’s can do except drink. Sorry to disagree (and we usually agree), there’s nothing unfair. Young people aged 18-21 can do anything those over 21 do on a ship, except drink alcohol. There are many people over the age of 21 who choose not to drink alcohol for many reasons. It’s unfortunate that many people feel you can’t have a good time without alcohol. Being from the UK the legal drinking age is 18 so anyone 18-21 in Europe who are used to drinking alcohol will feel aggrieved if they go to the US and can't drink because unfortunately a lot of their social activities revolve around drinking. Unfortunately the full bars,DL,CL and drinks packages show alcohol on cruise ships is a major element of most people's cruises. For 18-21 year olds in the US where alcohol is not legal they know this all their young lives so will not be a shock to them like it is for Europeans coming to the US.
