Real quick question

Just watched Oasis of the Seas sail out of Ft Lauderdale (afternoon, Saturday Nov 23, 2019.

 

From the web camera, it appeared to have no passengers, only crew.  Destination shown is nearby Miami.

 

Is there a back story to this?

And is done for legal reasons.  The PVSA does not allow foreign-flagged ships to transport revenue passengers between US ports when those ports are the origination and destination unless there's a visit to a distant foreign port.  This is one reason most US-originating cruises are closed-loop (same port to start and end).
