It is much quieter than the MDR and we have always enjoyed the food, service and ambiance. No reservations needed or taken ever. Eat whenever you want within their open hours. From my understanding the Blu kitchen is in an entirely different location than the MDR on the S class ships. We were recently on the Reflection in a suite and our Luminae waiter told us we could order off the MDR menu but not the Blu menu because of the location issue. Yes you can order off the MDR menu for lunch and dinner if dining in Luminae on the M and S Class ships. Not on the Edge class ship. We used to cruise in aqua. If you can get food from the MDR in Blu I would give your waiter a large tip. You are NOT required to adhere to that time but feel free to go when it suits you within the operating hours. They also sometimes offer patrons of Blu first night specialty dining discounts of up to 50%. Always available in Blu are the everyday favorite appetizers from the MDR like, escargot, shrimp cocktail, Caesar Salad and French Onion Soup even though they're not listed on the menu. They are very good about special requests as well since it's a much smaller venue. We especially love the breakfasts there.
