Absolutely no problems with luggage on the HEX - the trains have lots of racks throughout, it's pretty easy to find one where you can keep an eye on your bags from your seat.

 

The tube is another matter - the problem is the number of people at that time of the afternoon. You can check out Youtube to give you a visual - here's a video of the tube journey from Paddington to Farringdon:

For area, no contest - definitely go with the Blue Bells Hotel (which is in Notting Hill - Nottingham is a completely different place :). I mean, just looking at the Google street view the square the Blue Bells is on looks lovely, plus within easy reach of Portobello Road and Paddington.
