That is considered deck 19, and there's nothing there other than space for people to lounge on and also has a great vantage point of the pool deck, particularly for the sailaway party.

The Regal cruise is the one (of three) Princess is using to attempt to break the world record for vow renewals so the extra toots are probably in honor of that attempt/upcoming Valentine's Day on the Love Boat.
