Yes, this was reported on the NCL Board last week, with some discussion on the reasons and criteria:

Do we know for sure if/when NCLH intend to extend this policy to Regent?

 

We have relatively little tied up in Regent FCCs as we opted for refunds on most of our cancelled cruises.

Currently it is only for Norwegian Cruise Line, but not (yet) for Oceania and Regent.

One thing for sure, if Norwegian follows this policy and not just Regent but the other brands don't - it's just bad PR for the company.  Management needs to think this through.
