EECC  just posted their first video from the Encore cruise.  No masks once you were onboard, at least for this sailing.

It seems you may have moved a decimal point. Yellow status appears to be reached when  0.15% of passengers (converts to 3 cases for every 2000 passengers) tests positive for COVID.

 

Also, one case amongst the crew, no matter how many crew are on board will result in yellow status. https://www.cdc.gov/quarantine/cruise/management/technical-instructions-for-cruise-ships.html#greenship

 

And if local authorities report a case in a person who disembarked from a cruse within the 5 prior days that also "earns" yellow status for the ship. There are also some testing/reporting violations that could result in yellow, even with no positive cases on board.   Lots of ways to be "yellow" that (in my opinion) don't indicate a significant risk of vaccinated passengers contracting COVID.

Or they failed to make their report on time.
