Is a luggage valet someone who stores your luggage before you board the ship while you're doing something else?

No, luggage valet is a service where you put your luggage outside your cabin on the last night and the next time you see it is when you arrive at your home airport.

There is a fee in addition to any baggage fees your airline may charge.  Your airline must participate and your flight must be after a certain time on debarkation day. 
I believe it is US only, not international flights.  It has not yet restarted in FLL.
