It was introduced pre covid.  Possibly late 2019.

Agree with Vmax, it happen a few years ago, But I think it was even earlier than 2019,  maybe 2017. I've had to do it many times.
 

Could you cancel the HAL booking without penalty and rebook with the TA?  Of course, that could mean price/perk changes…

Oops, VMax was correct; the change did occur around April 2019.  I had to fill out four forms at that time to get my cruises moved to the TA.
