The protocols for later may not allow this.  It seems that this is being issued month by month.  I just looked it up and found the policy for sailings that occur up to April 30, 2022.

That has been extended to April of 2023

No.  Once a booking is non refundable it stays that way and cannot be changed to refundable

The extension for this month was what I was interested in.
