Embarkation Day - question about boarding then leaving the ship

We have a scheduled embarkation 'appointment' at 1PM on June 6 (in Rotterdam on the APEX).  Wondering if we are able to embark, drop bags, then leave the ship for a couple of hours to explore.  Anyone have experience with that?

A few years ago, we were able to check in in Honolulu, leave our bags including carry on bags in our cabins and head out to explore.  That was shortly before Covid…not sure if the same rules apply now.

You could at one time, but I’m not sure it’s still allowed.  Something I read made me think it wasn’t.

We have done a few B2B since the restart and if we wanted to leave the ship on turnaround day we had to do so during the debarkation process and return after the ship was boarding the new passengers, ( although with a transit pass.  
The B2B passengers who did not get off during the debarkation were taken off as a group, cleared customs and immediately returned to the ship.  We could not leave the ship again that day.

This sounds like a US port.  Not the same in Europe.  Turnaround day in Europe is just another port day for B2B guests.  EM

Easier said than done - we are a group of 7 with luggage etc. we have private transfer from AmS to the port. Hoping we can get off and walk around, if not we will adjust.
