I don't think the casinos are ever open unless out in open waters. Maybe I'm wrong as I don't really use them a lot, but I don't think they're open whenever in port.

The reason I asked is because I just got off RCL Allure and the casino was open when they were at their private island but I guess Princess Cay is really part of Eleuthra and that is the reason they wouldn't be allowed to be open...just guessing.
