We usually book United basic economy, just a backpack without a charge. As for your hotel, if you arrive any time before checkin you can just check your bags with them, so drop them off and enjoy your day.
CDC guideline used to be quarantine for 10 days, now it’s 5 days, we’ve had a lot of Covid here and dealt with protocols from our high school and 3 universities, never took any additional tests because it’s common to still test positive when no longer contagious.
Parking is $20 a day and easy, weather that time of the year can vary greatly, I remember there was a huge snow storm the day before I had my March baby, I remember my son’s 4th birthday party mid April being 90 degrees.

The vast majority park at the pier, it’s super easy, safe, and a great deal in Manhattan. The other option you found gets more expensive with taxes. If you have a vehicle that’s a small suv or higher it cost extra, they drive you back and forth to the pier, it’s not right across the street.
Ubers from these cities is still cheaper than paying for parking, Ubers are plentiful. I live very close to these cities, I have 3 public transportation options to get into Manhattan (bus, train, ferry). People here think getting to Brooklyn is a huge PITA.
Yes, if you live in NYC. People outside of NYC usually have cars, and those farther out can fly into EWR and take a short cab or Uber ride to cape liberty.
Yes, that is why I wrote “for the OP” because the OP doesn’t have a car, I think spending almost $300 for a NJ hotel in ridge field park would be a waste for them (nothing against it, live 12 miles away).
I could be wrong, but I don’t think having NCL book the flights is a guarantee of making the cruise, and I don’t think they are allowing passengers to catch up with the ship.
For that $, I’d stay across the river at a Jersey city of weehawken hotel, easy ferry or path to Manhattan. You can ferry across yo get to the cruise terminal, it’s very quick (for the OP, I think there is a charge for parking).
You will be at the airport VERY early. Another option is to go have breakfast at a nice hotel and ask them to hold your luggage, much around Manhattan, and Uber/Lyft to EWR (not a taxi).
No, the package is free, not an extra charge, the passenger just pays $20 per day for the gratuity. There are no charges on the free drinks, order and take, walk away, no need to swipe the card.
I really hope it turns into the flu, definitely not there yet. My 19 year old has had Covid twice in the past 4 months (4 times total), and it is spreading like crazy on college campuses, it’s much more contagious than the flu.
