Obviously one under 21 could go to the port and drink without RC ever finding out but I'm just curious about their official policy regarding this. If you are too intoxicated to make it back onboard they may have something to say about it. Otherwise, as long as you can see over the bar, most ports will serve you. I know someone who witnessed some underage drunks being practically carried back to the ship, and the ship's staff at the gangway GRILLED them. The local authorities can take you off the ship. Also note that Rccl is not an American Ship and the ports Except for U.S. Virgin Islands & Puerto Rico , are considered Foeiegn Countries.
