Grats are charged to your Sea Pass.You cannot specifically designate OBC to pay for grats only. Cruise line OBC offered as a promotional perk for booking is generally non-refundable, but Travel Agency OBC is refundable, if not used. The cruise line will deduct from your non-refundable OBC first. I had a large OBC last cruise - combination of Celebrity and Agent OBC's. I asked the cashier about whether it was refundable. She gave me a copy of my statement and explained which was refundable and which was not. She also explained that they use the Non-Refundable one first. They no longer allow you to do that. If you have OBC and you want to get credit for use in the casino it either get's loaded on your seapass card for slot credit or they give you promo chips which can't be cashed in.
