Bringing visitors aboard?

Your guess is correct.
They let many of the staff onboard Mariner bring family aboard when we stopped in India. I know our waiter and cabin steward both got to see family.

The answer has not been answered - at least, not correctly. Yes, it is possible. It just needs to be prearranged with RCI. It might not be real likely to be approved but sometimes it is. I know because I have had friends visit me in port.

Like 25-30 years ago was possible. Wedding parties would come on, ceremony happened then parties left before sailing. Or 2 Royal ships in a port they would allow passengers from one go to the other for tour. Those days are over, ended BEFORE 9/11...

Pretty sure the wedding guests are still allowed. Not an unlimited number, but if you pay for a package that allows it they can go on board for a short time before sailaway.

The real answer is; it depends. And I am speaking of current policies and procedures. It depends on the cruise line's ISPS (International Ship and Port Security) policy, as to whether this is allowed at all, and if it is, what documentation is required. It also depends on the port's ISPS policy as to whether or not they will allow guests into the port facility and what documentation is required. Some of the luxury lines allow passengers to bring guests all the time. Most lines will decide to grant approval on a case by case basis, and typically require photo ID of the potential guests at least two weeks in advance. Most ISPS policies have several "levels" of visitors, some that can have free range of the vessel, and some that require a full time crew escort.

About 2 years ago, I was able to visit and have lunch with a friend on Majesty of the Seas while she was docked in Key West. It was approved in advance by the Guest Services Manager.

I can take turtles or leave them. I called RCI and they said "No friends or family that are not sailing allowed". I believe that includes turtles, whether they are or are not named after Italian artists.
