As I understand it, the CDC framework requires the sick bay to have therapeutics on hand.  I don't know how it will work for ships that will not sail at all in U.S. waters.

It will be a very long time - if ever - before all ships have sufficient supplies of monoclonal antibodies and Remdesevir onboard.

I'm not looking to contradict you but what numbers do you consider 'sufficient'?

Hence my point - what if that happens in Mozambique (or similar location). Will the patient(s) have to be treated locally or how do they get back home flying positive?

Well, it depends. If that happens at sea on a T/A (or worse on a T/P) it could be 5 days and it could be for more than 1 person.
