Has NCL ever offered free airfare for insides?

I have looked at a few cruises recently and they are all free air for ocean views and above.  Maybe some cruises are different.  Bad luck for me I guess.  I was looking to take the extended family and they are for an inside cabin.

Nor I. Got the free air for my daughter and me in a mini suite, but no free air for son and his friend in an inside. For me I still paid the air for the inside as our cruise is a TA and one way air from Europe will make your head spin!! Their air was $399 PP one way from London to Newark NJ, there is NO way I would have found that price on my own

NCL $399RT Newark to Barcelona is awesome for our Epic Mediterranean trip. I loved being done with trip payments at final payment. Now just working on shore excursions bill.

In February of this year, I booked a cruise for May.  At that time, they were offering free air for insides, which I took.  At that time, it was one of the free at sea choices (insides only get a choice of one free at sea offer).  I see now that it is in addition to your free at sea offers, oceanview and above.  I'm watching a cruise for next January, and I'm holding out hope that they offer the free air for insides before then.  Since I'll be booking a casino comp cabin, I can wait until later to actually book since I'm not concerned about price changes and I'm not particularly picky about cabin deck/location.  I may wait as late as black Friday

Yes they do, it's called cargo holding area, you can even take a sleeping bag.

i booked last Nov, when insides could get the free air.
