"Drinks" could simply be the regular HH hard alcohol drinks only available for free during the HH hours, but can be purchased during the 11-4:30 time frame. On Anthem, in May, they offered drink cards on day 4 of a 9 day (turned to 10 day cruise) and then beer cards on day 6- $59 for 10 beers.
