Per the terms:

 

$50 Per Port Shore Excursion Credit
$50 per port shore excursion credit is per stateroom.
Credit has no monetary value and is nonrefundable.
In the event a port of call or excursion is missed, for any reason, no refund or credit will be issued.
Shore excursion credit is applicable for each port, including debarkation port, and is not transferable to other ports. Use the credit or lose it.
Does not include embarkation ports. Overnight stays are counted as individual ports/days for shore excursion credit.
Shore excursion credit can be redeemed by calling 1-866-625-1167 or booking onboard.
For the guests that book their excursions online; they are charged full retail for the excursions and the discount will be applied onboard in the form of a credit to their onboard account.

 

I guess a shore excursion under $50 would be "free"?

Always has been in advertisements. 
 

Kinda like free drinks (so long as they are under $15), free shore ex (so long as they are under $50) and free Wi-Fi (so long as it is under 250 minutes) and free specialty dining (so long as it is 3 or less meals and you don’t pick any of the upcharge items.

I have previously contacted Miami to try to get my FREE Shore excursions.  I think I will try again if they are still advertising them.   That is after all grossly misleading advertising.   In New Zealand it would be illegal to advertise something that is patently not available.

on the NZ/Australian website. 

 

NCL must have looked into the situation here as it doesn't exist.  We have

Actually I have had free excursions using the ShoreX credit:

Many excurions on Harvest Caye are free with the perk (Kayaks, Paddle boards and boats, etc.)

Did a beach park day in Cozumel during my recent Christmas cruise for $45pp

Some Beach day excursions

Trolley ride in Grand Cayman

Sky ride in St. Thomas

The credit can be applied to a post cruise tour and transfer and I came close to free in San Juan, under $10 as a final net cost.

They are not FREE per se.   They didn't cost you anything because you had the perk and used it.   

Their advertising was for FREE Shore Excursions which is totally different.

I took a shore excursion and paid nothing for it: free to me

 

I get that you're bothered by the heading, I am not. NCL has and does offer a perk that can result in free shore excursions.
