Has anyone been able to get stock shareholders benefits when booked with a casino rate?

I submitted my first request for benefits today via fax, and just read the fine print on an older form, (attached) that states,

"*Employees, travel agents cruising at travel agent rates, tour conductors or anyone cruising on a reduced rate or complimentary basis are excluded".

I did get it on a comped cruise last August.  Maybe because I chose to upgrade to a balcony from an interior which was what the free offering was for.

At one time Royal only gave you the difference of the OBC. Your casino rate does not reflect the stock OBC offering.

Before, if you already had let's say $50 OBC when you booked for a 7 day cruise you would only receive another $50 not the $100.

Now it has changed. They do the same as Carnival. If you are on a 7 day cruise you will receive the $100 stock OBC even though you may already have OBC.

What you show as a disclaimer,  in 99% of the bookings, it does not pertain to the average booking we all do.
