Yes. Your pic shows 19:00 as well. You had posted that the time was 16:00 earlier and that's what I was referring to. I see now that you posted after that, that the time was 19:00.

It was scheduled for 16.00h/4pm for a short period and then went back to 19.00/7pm.

Still could leave at any time!

It's like scheduling drydock leaving time. It usually starts about 1 pm and sometimes the ship leads or mingles in the parade. Most of the time it gets out an hour or so beforehand.
