Population has pretty much ZERO to do with the numbers; that's why things are typically expressed as a percentage or per 100,000 people or something like that. Normalizing data is a common way to be able to reasonably compare things between two disparate sample sizes. Canada has administered about 140 doses per 100 people of our population and the United States is at about 110. That's the difference, we have vaccinated almost the entire population, even with a slow roll out. The slow roll out had nothing to do with distribution efficiency, it was based on us not receiving product from manufacturers.
