Just to clarify.  Usually the only discounts available through a TA booking with most cruise lines would come from a block of staterooms booked by the agency that may be at a resulting reduced group rate, which also may result in some amount of OBC associated with them. The reduced fare would come from being placed in this block of staterooms.  Typically, any further "discount" on the fare or OBC offered would come from their commissions.
